浙江中医药大学:党建引领,打造“五心守护”校区服务保障新“枫”景
党(dang)的十八大以来(lai),习(xi)近平(ping)总(zong)书记多次对坚持和(he)(he)发展“枫(feng)(feng)桥经(jing)验”作出重(zhong)要指示,引领“枫(feng)(feng)桥经(jing)验”在伟(wei)大实践中不断丰(feng)富(fu)发展。浙江中医药大学(xue)深入学(xue)习(xi)贯(guan)彻习(xi)近平(ping)新(xin)(xin)时代(dai)中国(guo)特(te)色(se)社会主义思想和(he)(he)党(dang)的二十大精神(shen),不断深化党(dang)建“四个融合”,擦亮“五心守护(hu)”党(dang)建品牌内(nei)涵(han),创(chuang)建“三联一(yi)创(chuang)、五微共(gong)治(zhi)”校(xiao)区(qu)服务(wu)保(bao)(bao)障新(xin)(xin)机制,多元(yuan)协同提升校(xiao)区(qu)治(zhi)理服务(wu)保(bao)(bao)障水平(ping),不断推进和(he)(he)巩固(gu)学(xue)校(xiao)浙江省高校(xiao)“5A级平(ping)安校(xiao)园”建设(she),打造(zao)校(xiao)园新(xin)(xin)“枫(feng)(feng)”景。
一、不忘“初心”:党建引领强担当,擦亮红色“定盘星”
创新“五心(xin)(xin)”服(fu)务(wu)保(bao)(bao)障模式,创建(jian)“三联(lian)(lian)(lian)一(yi)创、五微(wei)共(gong)(gong)治(zhi)(zhi)(zhi)(zhi)(zhi)”机制。以(yi)“党(dang)组织联(lian)(lian)(lian)建(jian)”为(wei)核心(xin)(xin)、“党(dang)员联(lian)(lian)(lian)院”为(wei)辐射、“多元联(lian)(lian)(lian)动(dong)”为(wei)依托,以(yi)“微(wei)服(fu)务(wu)、微(wei)心(xin)(xin)愿、微(wei)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)、微(wei)阵地、微(wei)课(ke)堂”为(wei)载体,整合资源(yuan),打通(tong)(tong)服(fu)务(wu)保(bao)(bao)障师生(sheng)“最后(hou)(hou)一(yi)米(mi)”,构(gou)建(jian)共(gong)(gong)建(jian)、共(gong)(gong)治(zhi)(zhi)(zhi)(zhi)(zhi)、共(gong)(gong)享的校区(qu)服(fu)务(wu)保(bao)(bao)障新格局。通(tong)(tong)过建(jian)设“防风”安(an)全教育体验(yan)馆(guan)、校警(jing)驿(yi)站、反诈(zha)工作(zuo)站、义(yi)警(jing)工作(zuo)站、后(hou)(hou)勤管理(li)(li)服(fu)务(wu)中心(xin)(xin)、24小时校园(yuan)110报警(jing)服(fu)务(wu)中心(xin)(xin)、校园(yuan)消安(an)防控制中心(xin)(xin)等(deng)(deng) “一(yi)馆(guan)三站三中心(xin)(xin)”;协同大(da)学(xue)生(sheng)普法(fa)协会、大(da)学(xue)生(sheng)治(zhi)(zhi)(zhi)(zhi)(zhi)安(an)巡逻队、大(da)学(xue)生(sheng)反诈(zha)宣传队、大(da)学(xue)生(sheng)膳(shan)食(shi)管理(li)(li)委员会、“富春街道社(she)会治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)中心(xin)(xin)”等(deng)(deng),推进校园(yuan)共(gong)(gong)治(zhi)(zhi)(zhi)(zhi)(zhi)和(he)共(gong)(gong)享;发(fa)挥(hui)党(dang)组织政治(zhi)(zhi)(zhi)(zhi)(zhi)优(you)势和(he)组织优(you)势,共(gong)(gong)建(jian)“高教园(yuan)区(qu)块党(dang)建(jian)联(lian)(lian)(lian)盟”等(deng)(deng),不断深化和(he)属(shu)地街道党(dang)工委、公安(an)、交警(jing)、城管等(deng)(deng)多元联(lian)(lian)(lian)动(dong),着力保(bao)(bao)障完成(cheng)校区(qu)建(jian)设、服(fu)务(wu)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)、护航发(fa)展等(deng)(deng)任务(wu)。

二、秉持“细心”:情系师生优服务,精铸一线“匠心人”
做优“微服(fu)(fu)务(wu)(wu)”,架起连心(xin)(xin)桥。细(xi)节决定(ding)成败,校区(qu)(qu)(qu)的服(fu)(fu)务(wu)(wu)保(bao)障和安宁都需要怀揣精(jing)益求精(jing)、一丝不(bu)苟的工(gong)匠精(jing)神。校区(qu)(qu)(qu)聚(ju)焦师生(sheng)“急(ji)难盼愁”问题(ti),以(yi)“微服(fu)(fu)务(wu)(wu)”提升质效(xiao),不(bu)断延伸党建(jian)触角,开发(fa)“五(wu)心(xin)(xin)服(fu)(fu)务(wu)(wu)—校园守护码(ma)”,建(jian)设“五(wu)心(xin)(xin)守护服(fu)(fu)务(wu)(wu)站”等,开展师生(sheng)服(fu)(fu)务(wu)(wu)保(bao)障“码(ma)上(shang)”服(fu)(fu)务(wu)(wu),24小(xiao)时高效(xiao)响应师生(sheng)需求;举办“雷锋服(fu)(fu)务(wu)(wu)节”、“春节留守暖(nuan)心(xin)(xin)服(fu)(fu)务(wu)(wu)”、“让安全成为习惯”等系列活动;抢抓寒(han)暑(shu)假黄(huang)金期,开展校区(qu)(qu)(qu)设施食堂、宿舍、停车场等改扩建(jian)工(gong)程,缓解(jie)校区(qu)(qu)(qu)民(min)生(sheng)需求。校区(qu)(qu)(qu)年(nian)均(jun)开展“码(ma)上(shang)服(fu)(fu)务(wu)(wu)”10000单以(yi)上(shang)、开展安全服(fu)(fu)务(wu)(wu)900个以(yi)上(shang),用每一位“匠心(xin)(xin)人”的细(xi)心(xin)(xin)呵护,保(bao)障校区(qu)(qu)(qu)的安全、有序运(yun)转。

三、力求“尽心”:想方设法解难题,争当一流“助推器”
抓(zhua)实(shi)(shi)“微治(zhi)理”,激活百条线。依托(tuo)高(gao)教园(yuan)区社(she)会治(zhi)理分中心(xin)、“1+N”平安(an)(an)共建校(xiao)(xiao)地联席会议、高(gao)教园(yuan)群(qun)(qun)防(fang)群(qun)(qun)治(zhi)领(ling)(ling)导协调(diao)机(ji)制、校(xiao)(xiao)地反(fan)(fan)诈(zha)战(zhan)队等(deng)(deng),发挥“三(san)联一创(chuang)”功(gong)效(xiao);做(zuo)实(shi)(shi)“五心(xin)守护、尽(jin)心(xin)为(wei)你”师生权(quan)益服务品(pin)牌;深(shen)化“微网(wang)格”机(ji)制,发挥每一位党(dang)员群(qun)(qun)众以及物业、校(xiao)(xiao)卫(wei)队、大(da)学(xue)生心(xin)理气象员、大(da)学(xue)生安(an)(an)全巡逻队等(deng)(deng)信(xin)息(xi)员、宣(xuan)传员、巡防(fang)员和(he)调(diao)解员等(deng)(deng)多(duo)重作(zuo)(zuo)用;组建“富阳城西反(fan)(fan)诈(zha)战(zhan)队”,摸索提炼“反(fan)(fan)诈(zha)三(san)式”;协调(diao)推进校(xiao)(xiao)区和(he)周(zhou)边环(huan)境治(zhi)理,做(zuo)好(hao)垃圾分类(lei)、食品(pin)安(an)(an)全、环(huan)境整(zheng)治(zhi)、校(xiao)(xiao)园(yuan)安(an)(an)全等(deng)(deng)综合治(zhi)理工(gong)作(zuo)(zuo),特色(se)做(zuo)法多(duo)次(ci)作(zuo)(zuo)为(wei)典型全市(shi)高(gao)校(xiao)(xiao)通报表扬;老党(dang)员领(ling)(ling)衔(xian),突破权(quan)证办理等(deng)(deng)历史(shi)难题,消除办学(xue)隐患。努力实(shi)(shi)现“小事不(bu)出(chu)学(xue)校(xiao)(xiao)、大(da)事不(bu)出(chu)地方、矛盾(dun)不(bu)上(shang)交”基(ji)层治(zhi)理“枫桥经验(yan)”新局面。

四、倾注“暖心”:用心用情办实事,当好师生“贴心人”
点亮(liang)(liang)微(wei)心愿,巧(qiao)解大诉(su)求。不(bu)断(duan)丰富(fu)沟通(tong)(tong)渠(qu)道、倾听师(shi)(shi)生(sheng)呼声、回应(ying)师(shi)(shi)生(sheng)关切。建(jian)立“微(wei)心愿”机制(zhi),通(tong)(tong)过(guo)“校区守(shou)护码”、“微(wei)心愿信箱(xiang)”、党(dang)支(zhi)部征求意(yi)见(jian)会(hui)、学(xue)生(sheng)权益面(mian)对面(mian)座谈会(hui)等形式,主(zhu)动(dong)倾听师(shi)(shi)生(sheng)"所(suo)(suo)思所(suo)(suo)想",努力实现师(shi)(shi)生(sheng)的(de)“所(suo)(suo)盼所(suo)(suo)急”,将以往师(shi)(shi)生(sheng)对学(xue)校管(guan)理(li)服(fu)(fu)务(wu)保障的(de)“怨言”和意(yi)见(jian),通(tong)(tong)过(guo)“微(wei)心愿”,转变成(cheng)师(shi)(shi)生(sheng)的(de)一个个“微(wei)幸福(fu)”,实现暖(nuan)心服(fu)(fu)务(wu)“零距离”。通(tong)(tong)过(guo)组织开展“五(wu)心守(shou)护”优质服(fu)(fu)务(wu)月、端午节(jie)(jie)传统(tong)文化(hua)体验日等主(zhu)题节(jie)(jie)活动(dong),积(ji)极引导全体管(guan)理(li)服(fu)(fu)务(wu)工(gong)作人员和校内后勤保障合作单位在(zai)日常(chang)的(de)服(fu)(fu)务(wu)保障过(guo)程中以实际行(xing)动(dong)温暖(nuan)师(shi)(shi)生(sheng),用切实暖(nuan)心的(de)服(fu)(fu)务(wu)点亮(liang)(liang)师(shi)(shi)生(sheng)微(wei)心愿。通(tong)(tong)过(guo)设置“校区共享暖(nuan)心伞”,设立夜间(jian)“安心护送(song)”、安装洗(xi)手台“小厨宝(bao)”等,让师(shi)(shi)生(sheng)在(zai)点滴瞬间(jian)更加“暖(nuan)心”,不(bu)断(duan)提升师(shi)(shi)生(sheng)获得感(gan)、幸福(fu)感(gan)、安全感(gan)。

五、守护“安心”:冲锋在前保稳定,勇做平安“护航员”
建好“微(wei)阵(zhen)地(di)”,释(shi)放(fang)大能量。对标(biao)浙江省“5A级平安(an)(an)(an)校(xiao)园”建设(she)标(biao)准,不(bu)断(duan)夯实校(xiao)园“安(an)(an)(an)心”底线,推进“众安(an)(an)(an)学校(xiao)”建设(she),构建平安(an)(an)(an)校(xiao)园宣传(chuan)(chuan)平台、公(gong)寓大厅服(fu)务平台、“防(fang)(fang)风”消(xiao)防(fang)(fang)实训基地(di)等微(wei)阵(zhen)地(di),开(kai)展(zhan)(zhan)(zhan)安(an)(an)(an)全文(wen)化(hua)(hua)(hua)微(wei)课(ke)堂,培育“安(an)(an)(an)心”守护(hu)(hu)品牌(pai),持续深化(hua)(hua)(hua)“四(si)(si)抓四(si)(si)促(cu)”,即抓安(an)(an)(an)全宣传(chuan)(chuan)促(cu)提升、抓安(an)(an)(an)全训练(lian)促(cu)实战、抓安(an)(an)(an)全闭环促(cu)整治(zhi)、抓安(an)(an)(an)全文(wen)化(hua)(hua)(hua)促(cu)发展(zhan)(zhan)(zhan)。组织开(kai)展(zhan)(zhan)(zhan)安(an)(an)(an)全文(wen)化(hua)(hua)(hua)月、“校(xiao)警银”反诈大赛(sai)、消(xiao)防(fang)(fang)实训营、“红十字”急救(jiu)实训营等系列活动(dong),实施“一(yi)警六员”消(xiao)防(fang)(fang)考核和校(xiao)区服(fu)务保障人员消(xiao)防(fang)(fang)持证上岗,开(kai)发运用(yong)“五心守护(hu)(hu)码(ma)—隐患(huan)随手(shou)拍(pai)”的隐患(huan)治(zhi)理平台和安(an)(an)(an)全大排查(cha)大整治(zhi)专项(xiang)行动(dong),持续开(kai)展(zhan)(zhan)(zhan)校(xiao)园安(an)(an)(an)全隐患(huan)闭环整改、动(dong)态清零(ling),打造放(fang)心校(xiao)园、安(an)(an)(an)心校(xiao)园。
